The purpose of this study is to examine the connection method between urban plan and flood insurance which is scheduled for activation in time. The point of flood insurance includes not merely financial support for the sufferers by urban flood but also mitigation plan of the losses through the control of floodplain development and land-use.
Unfortunately, however, flood insurance is not activated yet and disaster prevention management plan is fragmentary in this country. To establish the foundation of advanced urban disaster management policy through attaining the country of safety and sustainable development, it is essential for preparing institution through combining urban plan with flood insurance. For the sake of this goals, the urban planning system must be made a plan in accordance with the flood insurance system which include with flood damage reduction methods such as the evaluation of flood hazard zones, architectural regulations, the flood hazard map design and the community rating system.
