The United States Governments is the world’s largest purchaser of goods and services, totaling $225 billion annually. Most state governments are also deploying G2B capabilities to streamline the procurement of goods and services. Today G2B e-commerce solutions are used by government purchasers to obtain detailed product information online, create purchase requests, route requests through predefined approval cycles, place orders, and make eletronic payments. The increased efficiency of automating these processes enables government agencies to save time and money, cutting procurement costs by as much as ten percent and delivery times by a third.
For businesses that want to trade federal and state governments e-commerce holds both opportunity and challenge. Advantages of G2B include reduced paperwork, faster payment, improved competitive intelligence and, above all, access to more bidding opportunities and revenues. Disadvantages include the costs of changing business porcesses, changes in customer base and competitors, and in some cases reduced profit margins. But it is inevitable that most trading between business and government will be conducted electronically within the next few years.
An overview is provided of federal procurement programs designed for small business, technology businesses, and firms that want to serve as subcontractors for prime contractors of large procurements. G2B programs are also discussed that procure research and development, facilitate exports and help firms to identify potential partners for pursuing large procurements. Finally, the changing role of procurement professionals in the G2B environment is discussed, from order processing as a buyer to supplier relationship management in the trading partnership.
