During the last few years, China has developed governmental procurement, and now it starts to pay attention to public e-procurement. Because Korea has developed governmental procurement for nearly 60 years and deployed the public e-procurement for 10 years, so it has accumulated comprehensive experience. China can learn from Korean successful implementation to solve its some critical problems. Based on analysis of Korean public e-procurement, we construct public e-procurement model for the development of Chinese e-procurement. We define the objects of public e-procurement as direction indicator of its development. And based on operation system of Korean e-procurement, we design an applicable system for China. Finally, we also propose that China should establish its electronic procurement in macroeconomic and microeconomic environment.
