Gyeonggi Province, one of the Korea's largest provinces in any measure but the size of land area, is emerging as a major energy consumer and, at the same time, as a leading destructor of environmental quality. The historic, rapid industrialization and the accompanying population concentration toward the Seoul Capital Region have been causing a great deal of urban and environmental adversities such as housing shortage, traffic congestion, lower air quality. These environmental disamenities and urban entropies, however, are expected not to be resolved in the near future, especially when coupled with the existing pattern of energy and row material consumption. This study aims to analyze the Gyeonggi Province's current energy consumption patterns and province-based energy institutions. It also examines possible alternatives for the province's energy policy direction. Expecting the major role of the central government in the national energy policy arena for the future, the local (provincial) government's role is found out to play more significantly along both with short-term and long-term time frameworks. Energy efficiency policies and demand-side management options are demonstrated as major targets of local energy policies. Many obstacles are recognized on the road of galvanizing alternative energy options and committing the construction of a sustainable energy system. Admitting these barriers, many policy approaches for energy efficiency measures and demand-side management options are introduced in this study. Among many, legislative and organizational refurbishments in the province's public policy sector are required in order to promote sustainability of the province's entire energy system and its industrial production system as well.
