The paper aims to construct a theoretical model for explicating a mechanism by which a firm chooses to employ contingent workers and, on the basis of the model, to explain the reason the proportion of them has so dramatically increased. The paper regards transaction cost economics as a useful resource which may well be exploited to get the job done. So, the paper applies theoretical insights derived from transaction cost economics to produce a theoretical model for determining an efficient level of contingent workers employed, and then deduces from the model some explanations for the huge increase of contingent employment relations as we witness them now in Korean labor market. The model dictates that it is efficient(i.e. minimizes total costs incurred in an employment transaction) to employ a contingent worker only for the job which requires a certain amount of "firm-specific skills" which is less than a critical point. The point is called "market/hierarchy threshold", beyond which all jobs should be filled with full-time regular workers for the efficiency's sake. Therefore, it can be inferred that those factors effecting the increase of the market/hierarchy threshold should force the firm to hire more contingent workers. The paper hypothesizes that wage-gaps between the contingent and non-contingent workers, the existence of labor unions which are reluctant to embrace contingent workers, and ICT investments which results in reducing information costs in labor market transactions will move each firm's "market/hierarchy threshold" rightwards, thereby increasing the proportion of contingent workers employed. Ignoring some missing value problems, it can be said that all the hypotheses are supported by appropriate statistical tests. Finally, some policy implications are suggested.
