Area based policies-funded by central goverment and implemented in selected local authority areas - have a long history in the UK, beginning with the Community Development Projects and Educational Priority Areas of the 1960s and 1970s, which included an important dimension of "action-research". They also play a key part in New Labour's strategy to combat social exclusion since 1997, which includes a number of pilot projects that are the subject of national and local evaluation. This paper will concentrate on the work of the Social Exclusion Unit with special reference to the Teenage Pregnancy Strategy in England, utilising data from two govemment-funded research projects on the educaton of young mothers.
There will be a special focus on accountability to central govemment, variations in local implementation and the overlap between various locality-based initiatives including: the DFES Standards Fund Teenage Pregnancy Grant; Sure Start and Sure Start Plus; Connnexions; Assisted Housing Schemes; "Care to Leam" the Vulnerable Children's Fund; and Young People's Development projects.
