The purpose of this study is to identify the problems with the fund system and to contribute to improving the local fund system.
24th July 2015, the government amended the “fund management basic law of local governments”(hereinafter referred to as “local Fund Law”) to strengthen the efficiency and transparency of local fund management. Thus, as recently revised purposes, Gyeonggi Province also need to develop a rational plan for the province operating funds.
This paper seeks to identify the problems in the current system and suggest solutions for future fiscal democracy and efficiency in the aspects of establishment, management, operation, and evaluation of the local public funds. For attain this purpose we attempt an analysis as this follow:
Firstly, in a broad view, this study understand status of the local government funding system and derive the issues of the current Gyeonggi Province Funding system.
Second, we attempt to analyze the best practice of fund management system focused on Japan and Seoul. Through this step, we derive implications for a better managing of Gyeonggi Province Funding system.
As a result, the identified problems are as follows:
Firstly, in the management of the funds, it has been pointed out that compared to other local government, Gyenggi Province has a large number of funds.
Second, Gyeonggi Province is expected to require the Commission to improve the operating system. According to the analysis of the Ministry of Government Administration and Home Affairs, Gyeonggi Province has a shortage of civilian expert in committee.
To solve this problem, we are offering a unique way to improve the fund managing system of Gyeonggi Province.
First of all, it is necessary to rearrange local fund system by merging fund which are performed through a similar project or belong to the same committee. It will be inducing cost reduction and stable management of funds through providing incentives such as adopting accumulative funds system, and the integration of each district’s surplus funds by the municipal government.
Second, as a means for enhancing the efficiency of the operation of the funds, a systemic reform of the integrated funds management should be followed by launching of an expert management team led by an outside expert, in order to improvethe expertise of the management and operation of the fund, and to secure profitability and security of the funds.
Lastly, for reinforcement of the evaluation and feedback system, a fund reevaluation system such as effective application of the fund sunset law should be applied, to reevaluate the necessity of the established funds, and to reorganize the unnecessary and unachievable funds. Also to be suggested is creating provisions for strengthening the feedback system.
