The purpose of this study is to explore the size of council of ministers and factors affecting to the size. The object of this study is 189 countries. The main sources of data are Constitutions of countries and Europa World Yearbook 1998, Vol. 1 & 2. The research is carried institutionally and empirically.
The results are following: The size of council of ministers of 159 countries is between 11 and 30 persons. The average number of it is 21.32 persons. The size of council of ministers is closely related with the number of government departments. And the size of council of ministers are affected by institutional forms of government(presidential government or parliamentary government), economic systems(capitalist states or communist states) and socio-economic variables(population, per capita GNP).
