In the early Joseon Dynasty, the government banned people from residing in islands. The government used the island as ranch to raise horses or as fields to grow pine trees. After the 16th century, the government recognized the economic value of island, allowed people to reside in islands, and started to develop islands into arable land. Therefore, 62 islands were identified in the early half of the 16th century and 888 in the latter half of the 18th century, though only 154 islands were identified in the mid 15th century.
The islands were developed into marine farms, such as fishing ground and salt pan, or arable land after the 17th century. The expansion of arable land and increased revenue from fishery and saltpan operation helped boost the population.
The government reorganized the ‘Myeon(面)’ and ‘Ri(里)’ system by the mid 19th century in an administrative redistricting, and placed ‘i-im(里任)’ and ‘myeon-im(面任)’, but established ‘gido-gun(智島郡)’, etc, in the southern coastal area of Jeollado in 1896 and integrate dislands into the ‘Gun-Hyeon(郡縣)’system.
As a result, the islands which were regarded only as the ranch or place of exile for the outcast, a place which the influence and reign of King does not reach, came to achieve a status on a par with land in the latter half of Joseon Dynasty.
Wonsando(island) was also affected by government’s policy towards islands. Wonsando was a ranch that raised approximately 100 horses in the early half of Joseon Dynasty. Wonsando ranch was closed in 1669(10th year of the reign of King Hyeonjong), 250 years after it opened.
Unlike other islands which were developed into Dunjeon(farm cultivated by stationary troops) or fishing ground, salt pan, Wonsando was converted to cargo vessel inspection base and played an important role in transporting the tax grains.
The inspection of cargo vessel on Wonsando was temporarily suspended in 1779 (3rd year of the reign of King Jeonjo) before it resumed in 1791(5th year of the reign of King Jeongjo).
‘Hongju-gun Wondsando-ri’ of Wondsando was redistricted in the mid 18th century. It was home to 71 households in the mid 18th century and 700 households in the 19th century when the population increased.
Wonsando belonged to ‘Hongju-mok’, and was controlled by ‘Chungcheong Sooyeong’ at the same time.
Wonsando which belonged to ‘Chungcheong Sooyeong’ and controlled by Woohu(navy officer) was promoted to an independent district following the installation of ‘army officer of Wonsanjin’ in 1854(5th year of the reign of King Cheoljong).
Wonsando was integrated into ‘Ocheon-gun’ which was newly installed after ‘Chungcheong Sooyeong’ was closed in 1901(5th year of Gwangmu).
