As for the definition of domestic violence, the Art. 24 of the Domestic Relations Special Law, stipulates it as an action which results in mental, physical, monetary damage between the family, Such category of violence, harms the victims as well as the other harms them physically and mentally. And at the same time, it results serious social problems by causing negative effects. Family is supposed to furnish the members a suitable and comfortable shelter. But resulting from persistent and continuous violence, it deteriorates into a place of suffer, restlessness, and nightmares. And in some cases as the simple violence tums out into a crime of murder, it pushes people into painful chaos.
Considering the facts, even without the Domestic Relations Special Law, being responsible for the basic justice of the society, the police must confront toward to it from the fundamental base. And if the police decided to interfere in the problem, it must be done methodically and positively. But in the Korean society people still think the domestic problems must be solved within the family boundary and the small violence committed inside the family can be endured. Such mindset enabled the domestic violence to expose with indifference.
As a resolution, the Domestic Relations Law was legislated and went into process in 1998. 7. 1. This enabled the basis and foundation of the intervention of the constabulary force. But it is an unfortunate fact that, the report on how much positive or negative result the police affected was not researched systemically and synthetically.
