At the beginning of 2OO3, the National Land Planning and Use Act introduced the Land Suitability Assessment System (LSAS) in order to mitigate conflicts between development and conservation needs for land. LSAS is to assess land characteristics according to its physical, locational and environmental characteristics, and then to classify it into several categories based on its usability. This study aims to review factors appropriate to islands which have different features with land. The current land suitability factors and weights prescribed in the 「Land Suitability Assessment Ordain」 cannot fully reflect peculiar character to islands. It analyzed these factors and their influences using the Delphi survey and Analytic Hierarchical Process. In case of Namhae islands, the factors, such as distance to coast, distance to reservoir, and the ratio of tourist resort, are found to be important in deciding land suitability. The case study results with these factors show more reasonable pattern than the factors prescribed in the 「Land Suitability Assessment Ordain」. The conservation grade and development grade are distributed more appropriately to conservation of coastal landscape and ecosystem of silt at an estuary. These results imply that identifying locale specific factors and their weights is important in enhancing the appropriateness of land suitability assessment. Assessment factors and their weights of the case study area presented in this paper may not be sufficient in generalization. Thus it is necessary to analyze appropriate factors of various areas which have diverse characters.
