Due to the sluggish local economy, the southeastern region is more likely to have vacant houses than before. Loss of economic opportunity due to urban and regional decline leads to the prevention and reduction of social population inflows, and increased vacancy in residential and commercial buildings. The purpose of this study was to verify the differentiation by region based on the interrelationship of various factors formed by the occurrence of empty houses in Busan, Ulsan, and South Gyeongsang Province, and to propose appropriate policies and measures to manage and utilize empty houses, which are idle resources in the region. The scope of the content for empirical analysis consisted of four categories: the characteristics of vacant houses, the characteristics of population and society, the characteristics of industry and economy, and the characteristics of housing and environment for analysis in order to solve the problem of empty collection and to present policy measures for utilization. The spatial scope was set up in the southeastern region of Busan, Ulsan, Gyeongnam to be classified based on 39 administrative units and to reflect data from each region to identify the differences. The time span of the study was set as of 2017 because the latest available data from the National Statistical Office, which can obtain statistics on vacant houses, was 2017. The analysis method for empirical analysis was factor analysis and cluster analysis, and through these analyses, the characteristics and differences of vacancies by region in the southeastern region were examined and the type of empty houses were attempted.
