The efficient and sound performance of local government finance is a crucial element of successful local government. So, the importance of performance evaluations of local government financing has been recently stressed by researchers and governments. The Ministry of Government Administration and Home Affairs has analyzed and diagnosed the financial performance of local government according to the 118 item of the law of local finance. The requirements of successful evaluation are validity, reliability and objectivity. But we presume that the process of producing the financial indicators of local government has a weak point in objectivity, which is related to transforming scores and to aggregating scores for getting a composite indicator. The objectives of this study are to identify the problems of evaluating the financial performance indicators of local government which was introduced by the Ministry of Government Administration and Home Affairs, and to suggest a better method based on the standardized score analysis. The results of this study are as follows : there is inconsistency in transforming scores which is used in making a composite indicator. Because the variance of transformed score, and the number of indicator showing a concepts and sub-concepts were different, the operation of weight of indicators has been misled a result in making a composite indicator unintentionally. We suggest to make use of the weight for indicators which reflects the opinions of specialists and officials by using the AHP(Analytic Hierarchy Process), and to use a standardized score analysis in making a composite indicator.
