The issue of urban traffic nowadays is still far from being solved in spite of its serious influence on the society and economy of cities. Even though the society has an increasingly high voice for the traffic facilities, the finance of traffic work stands on the verge of a crisis. Therefore, it is required to make a comprehensive betterment on the traffic work system, which is a decisive factor in securing the financial resources. In order to solve these urgent problems, some pre-requirements are as follows; 1) Improvement of the subject of traffic work expenses, 2) alleviation of local financial burden through nationalization of educational expenses, 3) promotion of road building and private enterprise, 4) reinforcement of profit-returning policy, 5) establishment of local traffic tax for the financial resources for investment and revenues. It is obviously considered that including the improvement of the present system concerned, a plan which can realistically lighten the financial burden on the self-governing body, and a law that can expand the financial resources for investment should be soon drawn up and legislated.
