Because of the chronic congestion caused by a rapid growth of traffic demand, a enormous social losses have increased day by day. To alleviate these traffic problems, ITS(Intelligent Transport Systems) was suggested, which is to promote efficiency of existing traffic facilities and to bring improvement effects in traffic conditions in a short time with a small-scale resources, and many studies on the ITS are in progress lively all of the world. Our government also is proceeding many studies on the ITS actively, in cooperative joint projects with many research institutes.
Among various fields of internal ITS, FTMS(Freeway Traffic Management Systems) is the representative system. FTMS controls traffic flow using ramp-metering and provide traffic information through VMS (Variable Message Sign) and so on. In many strategies to control highway traffic flows effectively, incident management strategy is very important. Because when a incident is occurred on a highway, if the incident could be treated quickly and appropriately, the delay caused by the incident can be reduced. Also because incident management strategy is the comprehensive strategy merging other FTMS strategies. But studies on the incident management strategies are very insufficient, and although government have invested an enormous expense to build FTMS, that is not being used effectively.
This study built the architecture of traffic diversion system which can optimize the traffic flow and minimize total travel cost within a given network. To build this architecture, this study suggested several modules-travel time estimation module, incident detection/verification module, diversion-decision module, delay estimation module, finding available route module, calculation optimal diversion flow module-Also this study developed prototype traffic diversion system and evaluated the efficiency of this system with result of simulation.
The result of simulation shows that total travel cost within given network is reduced when the flow which come from traffic diversion system is diverted to alternative routes. But this means that the flow is controlled by definite control techniques. so studies on control technique should be performed at the same time.
