This paper aims to find basic facts for the land use & housing policy in the inner-urban area. It is supposed : (a) there is competition between residential and commercial land use in inner-urban area, (b) land use competition is able to be regulated by land use control.
As a result of the analysis, the following facts are pointed out : (a) Resident population will be recovered by land use control in central business district. Actually in Japan, incentive or compulsory type of district plans are adopted as land use & housing policy, those are the floor area ratio incentive type of district plan, Urban Housing Comprehensive Design System, linkage house development and so on. (b) It is necessary to recognize the importance of market mechanism that is the principle of capitalism and protection of property right.
