The centralizing system has been dominant in France for a long while just like in Korea. However, the French had changed its system into local autonomy system since early in 1980 when the government by the Social Party took over the control. The transfer of function in urban planning section had begun in 1983 in reality, the function was mostly transferred into Commune, basic autonomy authority. The negative view to settlement of function transfer was widespread at the beginning of conducting local autonomy system. However, it is well-known & a prevailing idea that currently the redistribution of urban planning functions in France was successful. This study started from the question what is the cause of redistribution of functions between central government & local government to success in spite of its worries arisen at the beginning. For this matter, it focused upon a series of principles & procedures with regard to redistribution of functions between central government & local autonomy authorities in urban planning section. Especially, it executes research how currently the nation & local autonomy authorities redistribute their functions in urban planning section & how the governmental interruption can be justified if necessary even after execution of local autonomy system. Finally, it conducted analysis of problems & tasks followed by transfer of urban planning function in France. For this matter, the purpose of this research is that it suggests pith points for function redistribution policy in urban planning section in Korea.
