Regional development in Korea involves various aspects of planning and implementation measures at both national and local levels. This would make it most difficult to undertake regional policy in the country.
The purpose of this paper has twofold; one is to review regional policies of the past as an attempt to shed light on possible policy alternatives for the future, and the other is to suggest implementation issues at the local level. They are closely interrelated in practice.
As to implementation issues, the effectiveness of regional development depends largely upon sustaining policy commitments of local government. Frequent shifts of chiefs and mayors of local government may not lead to any system change. The paper suggests a more flexible local autonomy so that it can improve an environment under which regional planning and implementation measures are taken.
