The main purpose of the paper is to empirically investigate the effectiveness of regional policy to control the spatial concentration of economic activities and population into the Capital Region in Korea.
For this purpose, a critical literature survey on the subject has been attempted. A new approach, which can empirically investigate the effectiveness of the regional policy for the Capital Region management, has been proposed based on the inverted-U curve hypothesis and the logistic urban concentration curve. Empirical tests have been done using the regional data for the period of 1969-1995. Some important findings are as follow ;
First, there has been no statistical evidence that regional policy to control the spatial concentration was effective in reducing economic disparities among regions.
Second, there has been strong statistical evidence that the regional policy contributed in decreasing the population growth rate of the Capital Region.
Finally, as a result, it is difficult to conclude in a word whether the regional policy to control the spatial concentration into the Capital Region is successful or not. It is matter of social choice between regional inequality and population concentration.
