The purpose of this study is to establish directions of industrial location policies in the major metropolitan areas in Korea with focusing on the views of industrial systems and an industrial organization. The results of the analyses of industrial components, locational changes, and operating units of industrial systems suggest three aspects to be considered in a regional industrial policy : components of industrial type ; mix in the stages of product life cycle ; and mix of operating units of industrial systems. Based on the examination of the spatial division of labor and issues of external control in Korea, cities other than Seoul, Pusan and Taegu are in poor condition in regional industrial linkages and in an innovation potential.
Focusing on the improvement of the regional innovation potential and the regional industrial linkage in the metropolitan areas, the followings are suggested as directions for a new industrial location policy in the major metropolitan areas : 1) leading role of multi-regional firms in industrial development of Kwangju and Taejeon metropolitan areas for a short-term period ; 2) best use of local labor forces and an improvement of linkages between firms and universities ; 3) promotion of innovation of large firms and dispersion of firm's research institutions in a long run ; 4) improvement of the regional industrial linkages in the industrial systems of provincial or local cities ; 5) improvement of innovation adoption of small-medium sized firms with integrating these firms into a diffusion process at an early point in time ; and 6) development of technopolises for a long term structural change and regional development.
