Under the IMF bailout program, the temporary subsidies or policies are insufficient to fully solve the structural problems of small and medium enterprises(SMEs) and strengthen their global competitiveness, rather more fundamental strategies are needed based on scrutinized analysis. In this era of information society, national competitiveness depends upon the development of regional innovation system and new industrial district which activate new birth of small firms like venture capital, technological development, and productivity growth. This study focuses on organizing new industrial, space for SMEs in order to overcome their structural weaknesses, to embed locally, and consequently to contribute to regional development. After brief introduction, the paper analyzes the changing characteristics of regional and structural shift of SMEs and investigates technological innovation processes and technology transfer networks utilizing two sets of questionnaire survey and interview data of 1997 and 1999. The regional innovation system of SMEs is still in the process of developing, not quite embedded yet. Thus, policy guidances and institutional supports are very essential to strengthen firm-level cooperation/alliances and collective learning process rather than providing physical industrial complexes or mechanical accumulation of firms. Lastly, it suggests SMEs-favorable regional innovation system and new industrial district model.
