The principal aim of this study is to improve the understanding of the impact that new town development creates, to develop an Environmental Impact Assessment (EIA) methodology, and to show the ways in which this assessment technique can actually work in practice in a case study of Gwachon new town, Korea.
An Extended Cost Benefit Analysis (ECBA) model has been developed as a form of EIA for new town schemes. When the developed ECBA model was applied to Gwachon, the findings were manifold.
In terms of economic cost benefit analysis, the project is beneficial for the Korea National Housing Corporation and the Ministry of General Affairs. Furthermore, even though, in terms of environmental cost-benefit analysis, the cost of mitigation measures as surrogate monetary environmental costs was included in the balance, and these mitigation costs were added to the original project costs, the project is justified since the high cost of land and other properties make these measures economically feasible. The trade-off between the cost of mitigation or control measures and direct economic gains is for the long-term benefits of the community as a whole, suggesting the overall social benefits of the proposed project would exceed the overall social costs.
