The objective of this study is to examine the formative mechanisms of hierarchical regional system in terms of commercial functions. The locational trends of retail facilities in Japan are selected as a case study. The results of this study are expected to be sources in identifying the such locational trends of retail facilities that may be developed in Korea, and to provide the basic database for the regional revitalization through the enhancement of the regional circulation system. As the results of this research, the conclusions are drawn as follows.
(1) Although the total floor space of retail facilities has consistently increased, the total number of shops have decreased since the middle of 1980's. This is due to the aggressive marketing strategy of large-scale retail stores and the decreases of small-scale retail stores by the ensuing deterioration of competive surroundings.
(2) Because of the multipurpose shopping and its increase of consumers, the large-scale retail stores have been established by the suppliers of facilities mainly in the central cities within the regional system. This trend has accelerated the efflux of consumers from the low-level cities to the high-level ones, in tum led to the concentrative entry of such large-scale retail stores into the central cities.
(3) In consequence, the such chain reactions of consumers' behavior and facility-location give rise to the further revitalization of commercial functions in the high-level cities and the depression of commercial activities in the low-level cities. As outlined above, the formative process of such hierarchical regional system by retail facility location has been clarified on a province level.
