This paper is concernded with understanding of current characteristics on the appraisal and opposition behavior to development policies occurred among local residents. This paper aims, critically and explicitly, to identify the behavioral characteristics of the residents' appraisal and collective oppositions to regional policies in the eastern Chonnam area. This paper is based on the survey materials collected in Kwangyang City and Soonchon City.
In attempting to understand the nature of residents' policy appraisal, we can see the two opposite views. The residents in Kwangyang City had a positive cognition about the growth of regional economy, the increase of personal and household income, and the improvement of residential physical-environment. However, they had negative appraisal about the dissolution of life space and the decline of the level of quality of life such as the increase of environmental pollution and social conflict, the decline of regional consciousness.
However, there were several residents' conflicts in the process of construction projects such as the Kwangyang Iron and Streel Co. in Kwangyang City, the land-zoning readjustment in Kagok-dong, and the location project of the waste processing facilities in Soonchon City. Most of local residents opposed collectively against the operation of these regional development projects. Some projects were altered with the collective opposition and conflicts, while the construction project of waste processing facilities in Soonchon City was canceled.
With the evolution of local autonomy and the expansion of citizen participation in operation process of regional development policies and projects, it is likely that the residents' participations and insistences to regional policies will be increased, and many of residents will have a deep concern with the level of quality of life in community. Therefore, the efficient regional development policies and projects are required to improve the level of the quality of life.
