Municipal expenditure levels vary from community to community according to the combination of their social. economic. and physical characteristics. Although research on municipal expenditures in other countries is extensive in the literature. city officials and planners in Korea still have little guidance in estimating changes of expenditures properly to reflect changes in community characteristics. This study provided results more useful to individual cities and counties in Korea by working with variables that can better distinguish their characteristics.
This study analyzed the 1992 expenditures of 206 Korean municipalities. and developed multiple regression equations to both examine the community characteristics affecting municipal expenditures and estimate expenditures as a function of a selected number of community characteristics. Twenty community characteristics with the ten expenditure variables were entered into multiple regression equations.
In this study, sixteen community characteristics, population, density of population per square mile, percent of persons 65 years old, area of community, percent of persons below poverty level, percent of students, per capita local tax, per capita property tax, per capita local non-tax revenue, per capita subsidies, per capita local share tax, degree of financial independence, percent of employed persons in manufacturing industry, per capita road length, type of government(city or county) and regional location related to municipal expenditure levels. However, no statistical significance was found regarding the growth rate of population, percent of employed labor force, per capita income and housing units per household variable.
