Traditional Korean style houses are disappearing rapidly due to heavy development pressures. Kahoe-dong, Seoul, had been designated as the preservation district of Korean Style Houses. Demolition or major changes of the houses had been prohibited, and half of the property tax had been waived. However, residents have opposed the policy strongly, mainly because they believed it caused severe land value losses in the area. In 1991, the preservation district designation had been withdrawn.
Land values, before and after the designation and withdrawl of the designation, are compared with those of six other single detached housing areas in Seoul. The result shows that designation of preservation district caused slowdown of land value increases, and that the withdrawl of the designation caused land value hikes.
This implies the importance of economic incentives to the property owners for the success of historic landscape preservation.
