The purpose of this study is to evaluate the impacts of the restrictive policy of agricultural land use on the urban indicators. To analyze this, population, manufacturing employment, fiscal deficit, and land price of Incheon in 1992-1998 are forecasted using VAR(vector autoregressive) model. After the forecasts are obtained for the future in case there is no policy intervention, comparison of unconditional forecasts with forecasts conditional upon a strong greenbelt regulation, provides the basis to conduct policy analysis. A greenbelt regulation is assumed to maintain the agricultural land use area at the current level. An impulse response function technique is applied to analyze the dynamic response of each endogenous variable to a shock to the system.
According to the results of this study, the restrictive agricultural land use policy has slightly negative impacts on manufacturing employment and local government finance. The result, however, does not show any significant impacts of the restrictive land use policy on population and land price.
