The economic diplomacy Japan employed in the period of the Vietnam War(l965-1975) was built upon five major principles: 1) strengthening the security alliance with the United States and the pursuit of an independent line; 2) implementation of more active, multilateral, and interest-oriented diplomatic initiatives; 3) individualistic approach in coping with the rise of Communism in Asia; 4) enhancement of national prestige in Japan-America relations; 5) redefining the goal of foreign aid policy.
In this regard, it is likely to be estimated that Japanese diplomacy in the 1960s and 1970s was basically related to more self-conscious moves. Japan, as a Reactive State was transforming into an Active State Japan. It was a representation of political characteristics Japanese diplomacy had. However, this point should not be overlooked. The concept of Japanese active diplomacy was in no way a completely independent diplomacy with its major ally being the United States.
