This study illuminates how the normative power of Japan, which engages in public diplomacy as charming country, is formed in the international community. The focus of the controversy is tracking what kind of diplomacy is being placed in the international community in which the political meaning of the Japanese Public Diplomacy has been diversified, introduced from the viewpoint of “improving the positive national image.” Japan began to realize the importance of public diplomacy from internal awareness of an endless recession, political instability, social isolation resulting of aging and low birth rate situation, and the external factors from United States conduction of war against terrorism after 9.11. Hereupon, Japan has classified public diplomacy into foreign advertising, culture exchange, human resources exchange, cooperation through international organizations and economic cooperation related to the culture, and promoting diplomacy in each area. In this way, Japan is making public diplomacy as a propaganda of normative power by communicating their opinions to governments and citizens of other countries and correcting their misconceptions and persuading them to have positive attitudes and opinions towards Japan.
