This article challenges the conventional wisdom that realism, with its emphasis on politics over economics, on power and security over economic exchanges, on conflict over cooperation, and on the state over trans-nationalism, has nothing to do with regional integration. This article starts by pointing out two anti-theses against regional integration in realism, that is, the "security externalities" (Joanne Gowa) and the "influence effect" (Albert Hirschman). In spite of their inhibiting effects, realism can still explain regional integration in progress around the world. The stability of the bipolar system and the "binding hypothesis," elaborated by Joseph Grieco, open the door for realism to explain the deepening of integration in the European Union.
The "bipolarity" argument, however, cannot explain the acceleration of regional integration in Europe after the collapse of the bipolar system. The binding hypothesis is not genuinely realist since state preferences are not drawn from the international system. In spite of these weaknesses, realism, particularly hegemonic stability and balance of power approaches, can explain the increase in the regionalization of the global economy, though not regional integration per se.
