The Self was discovered and established in the coming of modern age, but it was based on the philosophy of self-identification which was ego-centered and exclusive against others. Lots of social problems resulted from this thinking required that we admit the others as an absolute being and an important basis of social peace and self-actualization. Based on this turnover of thinking, rose to the surface the altruistic responsibility as a social value and the means to practice it. This paper aims at addressing the publicness of civil society as a practical means of ethics for the other. Here, I will research the other as a being basis of the self, define the altruistic responsibility and publicness, classify the publicness of civil society, and analyze the activism of voluntary organizations practicing the altruism. I define publicness of civil society as a sphere of language and behavior which is not only publicized to everybody but also opened to everybody's participation. It also includes the moral emotion of reciprocity. I classified the publicness of civil society into four territories by two criteria of private-public interest and language-behavior. Each territory of the civil society publicness practices different kinds of altruism through different methods by the diverse voluntary organizations acting in the civil society. Civic organizations are especially important in the civil society publicness as a means practicing altruism because it maintains a high level of publicness and practices behavioral altruism.
