During the reign of King Injo/仁祖, Park Ji Gyae, alongside Lee Gwi/李貴 and Choi Myeong Gil/崔鳴吉 who were in favor of makung peace with the Qing (‘主和’) and also of reforms in adapting principles to real life situations(‘變通’), actively requested the honoring of late Jeongweon-gun/定遠君, father of King Injo, and officially designating him as late King Weonjong/元宗, based upon the suggestion of ruling the country with filial piety(孝治論).
The discussions of ruling the country with filial piety, essentially suggested that the government should establish filial piety and due respect(孝悌), which were the basics of Confucian ethics, as ruling principles and also the ultimate aim of national ruling. The discussions also suggested that the King, above all else, should consider those values as the most basic elements that should be included in his ruling of the country. Suggestions of this nature was no different from the political discussions that had the king at the center, except this suggestion acknowledged the king’s ultimate and paramount authority(君主專制權) based upon the absolute importance of the concept of filial piety. Only strong royal authority would make policies to construct a strong and wealthy country(富國强兵) possible, and the administrative reforms vital to accomplishing such goal as well, so this suggestion wanted to achieve that by emphasizing the importance of filial piety.
Park Ji Gyae’s discussions of the concept of ruling the country with filial piety actually contained many other branches of discussions, such as the suggestion of reinforcing the Kings royal authority(王權論), the suggestion of allowing reforms to be made in adapting principles to real life situations(變通論), and the suggestion of solidifying public education throughout the country (公敎育强化論). Ultimately, his goals were to dismantle the influences of the Yangban/兩班 figures and powerful landlords(地主) who were pursuing private interests and increasing the level of decentralization(‘分權’) throughout the local regions, and reinforce the government’s official, public and centralized (集權的) power and authority, in order to overcome the national crises that were ravaging the country, with a unified front composed of both the state and the commoners. His suggestions were fresh, and were meaningful.
His suggestions and discussions ended up being integrated into the so-called Shilhak/實學 discussions. Park Ji Gyae’s discussions of ruling with filial piety could be acknowledged as a political discussion that served as the bridge between Neo-Confucian studies(朱子學) and the Shilhak, and it can also be acknowledged as a political discussion that gave birth to the Tangpyeong(蕩平論) discussions of the 18th century.
