This is a study on a territorial dispute and control people trouble between Koryo and Yuan. I’ve studied what were their policies and how they handled on two problems.
There was a consistant dispute between Koryo and Yuan on a territory and control people. The territorial dispute was caused Yuan occupied Dong-Book-Myun(the North-east province) as Ssang-Sung-Chong-Kwan-Bu and Seo-Book-Myun(the North-west province) as Dong-Nyung-Bu of its own. The conflict on control people between them was caused Koryo people were a lot in Yuan. Many of them forced to move as prisoners of war, some of them moved there of their own will. And some of them were fugitive criminals or escaped from legal duty of Koryo.
After the Mongols’s invasion toward Koryo over thirty years, Mongol Empire promised that Koryo could be as an independant dynasty consistantly, and no needed to change its traditional laws and social systems, and so on.
The Crown Prince of Koryo and Se-Jo Kubilai, the 4th emperor of Yuan met in 1259 and promised to stop the invasion. They arranged the relations and made several principles to solve problems between two nations. The principles is called Se-Jo-Gu-Je(the old law and system by the Emperer Se-Jo Kubilai). The starting point of Se-Jo-Gu-Je was Feb. 1259.
Koryo’s territorial policy was to recover two provinces that Yuan occupied. It wanted and tried to send its people back to its homeland, who moved into Yuan. On Koryo’s demand with these two disputes, Se-Jo-Gu-Je was working as the standard.
So Koryo could get back the area of Dong-Nyung-Bu in 1290, but not the area of Ssang-Sung-Chong-Kwan-Bu, because it was accupied two months ago of the starting point. It demanded to get back its people from Liaoyang, Seonyang, Peijing, Ssang-Sung-Chong-Kwan-Bu and other places of Yuan. Yuan could’nt refuse Koryo’s demand because of the principles of Se-Jo-Gu-Je.
Se-Jo-Gu-Je was the key to management disputes on a territory and control people between Koryo and Yuan.
