The Goryeo dynasty government was strongly motivated to consolidate the Ritual Codes(‘Sajeon/祀典’), and establish places where the memorial services would be held as well, for a number of reasons. It was not only necessary but also imperative for the government to make such arrangements, as the government needed to be able to pay proper memorial services for the past Kings and other royal family members, to pray for a rich harvest, the elimination of natural disasters(祈禳) and also the balance between the forces of the universe(‘陰陽調和’), to notify the ancestors of national crises(祈告), and promote the holiness and authority of the royal family of the dynasty. So, the government initiated their efforts in the very early days of the dynasty, while they were designing the internal dispositions of the Gaegyeong capital city.
And just how would they have had integrated the spacial arrangements required for properly honoring and implementing the Ritual Codes, into the designs of the Capital city structure which would serve as the heart of the very administration of the dynasty for the following centuries? And where exactly the places for memorial services, the sacred grounds, would have been positioned? Analysis of the places’ locations and the meanings such locations harbored, should shed some light on the issue of determining the capital city’s alleged nature and status as an ‘Imperial capital’.
The places for memorial services were established in inner and adjacent areas of the capital city. These places came to be regarded as sacred places, where Gods of the Universe(God in the sky, God on the ground, and God among humans) and Gods overseeing various areas would meet with each other. And in that regard, they started to function accordingly. The fact that official Codes determining the protocols meant for memorial services, and locations required for such services as well, were properly established and maintained throughout the city management, shows us one of the most notable functions that had been featured by the medieval cities.
