This study concentrates on what the North Korean leaders did to change the consciousness of the people living in the rural community from 1948 to 1949. This essay especially analyzes the system and contents of the propaganda campaign of the rural community in North Korea centering around a case study of Injae-gun, Kangwon-do.
A propaganda campaign of Injae-gun from 1948 to 1949 was managed very systematically to the smallest unit of the administrative organization, “Ri”. The propaganda campaigns for members of the North Korean Worker’s Party were conducted through political educational programs teaching Marxism-Leninism and a history of the Soviet communist party. These educational programs were graded by the knowledge of the members. The party members were assigned to ‘self-teaching’[chasup], ‘night school of the party’[yakandanghakkyo], ‘cell study group’[sepohaksuphue] according to their level of the knowledge. The propaganda campaign for common people of Injae-gun also controlled systematically through the organization like ‘meeting for reading newspaper’ [tokpohue] and ‘democratic propaganda room’[minchusonjonshil].
The propaganda campaigns of Injae-gun were proceeded with different systems according to their targets. But in fact, the contents of the propaganda campaigns were almost equal in essential. Cultivating ‘patriotism’ that was very important for the new nation-building, and reception of the Soviet advanced culture for the modernization of the new nation was the core of the contents of the propaganda. The simultaneous emphasis of the patriotism and Soviet culture can be seen a little contradictory to each other. But these two assertions could be harmonized with each other by the independent viewpoint of the development of the national culture.
