After the global climatic change was issued by scientists in the 1970s and after the Climatic Change Convention in UNCED was held in 1992, concerns over the global climatic change resulted in the 2001 Kyoto Protocol that have internationally binding power. This paper empirically reconstructs climatic negotiations performed by environmental NGOS over the last 10 years after the Climatic Change Convention in order to better understand how they changed their strategies to advance their demands.
Though NGOs are non-government agencies, they have corroborated the role as a political agency in climatic negotiation. They accelerated political decision toward environmental direction by generating public pressure not only at the regional level but also at the national and global levels in climatic negotiation. Also, they promoted transnational alliance by mobilizing manageable resources. In these adaptable processes, what is striking is that environmental NGOs are participating in fewer anti-conventional mobilizing forms such as illegal sit-down and demonstration and are embracing conventional mobilizing acts, such as lobbying, participating in policy forum, and mobilizing public opinion. And NGOs are converting their mobilizing strategy into a cooperative strategy, forming the Climate Regime together by showing their own alternatives. As a result, confrontational strategy against particular political decisions has been gradually reduced.
