Cities create various cultures and present their products to the people who need them. Each city has its own characteristics and culture. The cultures are multi-polarized. There is an exchange between them and making networks to promote the exchange is a stage toward globalization of information and communication. When one of the cultures has prominent and active creativity and is generalized based on influences on surroundings, it can be said to be a cultural capital.
The cultural capital has its own value system specializing in culture, but it is not confined to keeping historical heritage, but keeps all the cultures of the world. The cultural capital which is full of devices to emit mental and physical energies is designed for the users who use the devices.
The functions of the cultural capital include integration of mental and physical energy emission devices, stage art performance of the world peoples, compilation of various cultural information, translation of cultures, production for easy access to cultures and network-making to connect world cultures.
To establish a cultural capital, an organized and long-term plan is indispensible. In constructing it, it should be planned to make a contribution to happiness of human beings beyond the aspect of the land development of a country. In the twenty-first century when a new paradigm is needed, the cultural capital as a base to maintain a stable structure of world order should be constructed.
Much effort has been given to construction of cultural facilities, but interest in the use of the facilities and their influences is not sufficient. Decision of the cultural city index depends on a statistical survey with sufficient demonstrative ability.
