This study is based on the fact that the importance of social role of the cultural center has been increased. Our country has achieved big change in improvements of economical,social,cultural level. But compared to the increase of cultural desires by people, the lack of cultural space has not been solved. To solve this problems, setting an triangular position of the concepts for desirable cultural space is needed. Therefore this study examines the architectural process of culture on the base concept of the definition, "what is culture" by reflecting the changed meaning of culture to the present age, This study also is discoursing the purpose of researching into the matter of composing architectural space in cultural center with understanding our positions and extracting the interrelationship between the local self-government system and constructing the local cultural center by comparing and analyzing the local area and foreign country about cultural enviroment.
