This paper studied process of policy change on the Rodong Shinmun in North Korea from 1961 year to 1972 year. First It find out an inverse proportion to frequency appeared of leader and party on the Rodong Shinmun from starting point of the 1967 year through the analysis number of frequency of policy field on the Rodong Shinmun. It's mean that the Rodong Shinmun has been changed in quality from party organ to leader(the Suryong) organ on the contents of this point time. Then this paper studied the formation of Suryong System and Militarization through the Analysis of Rodong Shinmun in North Korea that important code for the understanding of policy in North Korea of 1960's. Upon consideration of the Suryong frequency appeared all title on the Rodong Shinmun, be raised the cult of personality and point time of Suryong System was confirmed in 1967~68 years. 'Gab-san group case' in 1967 year and 'the military tough elements case' was a close affinity with each other that it was a last discord situation from North Korea power structure fluctuation process. Another it does not appear almost to one side on the Rodong Shinmun, but militarization of North Korea system in 1960's have been important resources for breaks through a crisis situation. The North Korea system have been coped with the crisis of internal and external situation in 1960's to establishment of Suryong System and Militarization.
