The polarisation tendency between rich and poor, big and small enterprises, regular and non-regular workers, export and non-export industries is proceeding so fast that Korean society suffers from suicides, crimes, lower living standards, lower economic growth, and worse capital-labour relations.
In this essay I try to highlight the virtuous circle between higher social security system and better economic growth by means of a economic study on the relation between growth and distribution as well as a historical study on the West European welfare states during the 'golden age of capitalism.'
Neo-liberal policies and globalisation pursued by advanced capitalist States and the world organisations e.g. IMF and WTO put pressure on Korean big capitals to face fiercer international competition. And the flood of cheap Chinese commodities coerces Korean small capitals to squeeze their workers. In order to cut the cost of production, Korean companies hire cheap non-regular workers who work longer hours with far less wages than regular workers. But the low level of wages diminishes the purchasing power of mass and narrows domestic market, which bankrupts the inward-looking capitals. The outward-looking exporting industries also face fiercer competition in the world market, which makes them to adopt easier way of cutting wages instead of developing new technologies. It is one of the most important reasons for the polarisation to deepen.
Korean society has never developed. the spirit of living together.' Dictators and the rich have enjoyed political and economic powers by overriding the wishes of the people. Now that Korean society and economy are collapsing due to the polarisation, political and ideological movements to uphold the logic of the virtuous circle, i.e. higher social security (including more regular workers) → wider domestic market → more investments → more income → more taxes → higher social security, are urgently required.
