Coastal zone is the area that the high preassure for economic development with the many environmental resources which have preservable values are existed. Thoughtless development has made it impossible to carry out the continuous development by draining the environmental resources. To develop the coastal zone
continuously in the future after modifying the distorted abuse in the past, reasonable and effective development and management policy for costal zone are being demanded strongly.
Nevertheless, our country has not prepared the unified management system for costal zone. And also every department related to the costal zone pursuits the restricted objectives by using 50 individual laws which regulate the economic activities and environment protection within costal zone.
Therefore the purpose of this study is that to develop and manage the costal zone efficiently with overcoming problems which has occurred between previous environmental preservation and development, a few policy plans to be used continuously for development of costal zone are suggested in this study as follows:
(1) The establishment of unified management system for costal zone.
(2) The construction of sea ranches which are intimate to the environment.
(3) The introduction of zoning system for costal zone use.
(4) The establishment of overall plan for the seacoast preservation.
(5) The active use and development of ocean resources.
