Lula of Brazil, the presidential candidate of the PT( the Workers' Party), won election in October, 2002 after three consecutive defeats since 1989. In a country like Brazil, where conservative elites are in firm control and leftist parties have been weak, victory of Lula was a surprise, though not unexpected with favorable responses in the polls, especially given the sour responses toward the labor candidate from the international capital.
This paper examines the factors that contributed to the winning of Lula and the PI, and concludes that changes inside the PI was the most crucial one other than the disappointing results of eight years of neo-liberal economy under the Cardoso government.
The PT's success was aided by the decreasing growth, soaring unemployment, and declining income. People lost their confidence in the Cardoso government and the candidate of the ruling party. With the neo-liberalist policy of the Cardoso government favoring financial over industrial sector, many businessmen were worried that Brazilian industries were losing their competitive edge in the world market. They wanted the state to play more active role. in the Brazilian economy, which Lula promised. People wanted their job and income back on track and believed that Lula is the one who can deliver his promise of higher growth and employment.
But more important was the PT's shift in position on economic policy. The PT and Lula, who formerly demanded default on foreign debt, promised to respect the agreements between the Cardoso government and the IMF. This helped Lula to approach business and banking elites who had been distrustful of him. Lula also made positive appraisal of privatization, noting that privatization could bring in better performance. These new positions led a group of businessmen, some of them very prominent, to declare their support for Lula.
This change of view on economic policy was possible due to the ascendency of softliners within the leadership of PT. Many in the leadership of the state and municipal governments where PT ruled were opposed to the idea of using socialism as a major party banner. Prominent PT governors and mayors are professionals such. as lawyers and professors, who are more interested in securing electoral victory by solving immediate problems at hand rather than working on distant goals. Ideological nature of early days of the PT became less prominent after 1995.
This paper concludes that PT's change is not of a tactical nature simply aimed to win more votes, but rather of a strategic one involving new approach toward more equal society. Softliners' ascendancy in the party leadership and their emphasis on pragmatism during last decade lead us to believe that Lula government will act more cautiously and radical change of the Brazilian society is not at hand.
