Sexual harrassment as a social issue in Korea has started with the 1993 incident involving a male professor and a female assistant on Seoul National University campus. Sexual harrassment cases on campus and work places began to be wide publicized by the mass media and to be seriously taken as a social issue by women groups to be addressed since then. Accordingly, formal rules regulating sexual harrassment have been emerging entirely new on campuses and work places here and there. Those rules are in their characteristical nature 'intermediate,' in that they are not exactly law in a narrow sense(e.g.) crimes and / or tort) and nor matters left in individual senses of behavioral propriety. Two factors related to Korean rapid industrialization and urbanization account for the emergence of rules for sexual harrassment : disappearance of the traditional Confucian culture in which familiarly untelated man and woman were strictly required to avoid each other(內外法) and the emergence of campuses and work places where familiarly unrelated man and woman mix together for study and work beyond the boundary of the traditional extended families and village communities. Consequently there emerges social demand for formalized rules for proper behavioral norms between man and woman. The emergence of formalized intermediate rules of conduct (code of conduct) is a new phenomenon in Korean society not only in inter-gender relations but also in other broad areas of human relations such as plagiarism, uses of campus facilities for non-academic purposes, management of research funds, officials' proper gift -taking, and ? transparency in decision-making.
