Recently, Korea Capital Market go ahead with a plan of Financial System Reform. This plan of Financial System Reform cope with deeping of competition among overseas countries exchange, increase of a foreign investor's influence in Korea Capital Market in other words, tins reform is to strengthening international competition of Korea Capital Market, correspond with circumstances variation of Capital Market. The important contents of System Reform is debate on unification of Financial Law and structure reorganization of capital market etc.
But in spite of an primarily objective, Financial System Reform which is currently advancing find some difficulty in accomplishment it's purpose. In the first place, in argument about unification of Financial Law is excluded discussion about necessary of unification Argument which is meanwhile advancing, is mostly a method and time of unification of Financial Law.
And Structure Reorganization in Capital Market is going on. The principal contents is both integration of KSE(Korea Securities Exchange)-Kosdaq Market-Kofes(Korea Futures Exchange) and Demutualization of Exchange after integration. Integration of Korea Capital Market is affected by political consideration in result, we have it's doubt whether accomplish synergy effect of integration. About this problem, in process of integration discussion, it continually was raised question in argument.
I think that unification of Financial law is not urgent question. It is necessary to form consensus by doing an in-depth discussion. And in process of Capital Market Structure Reorganization we must explore ways toward maximization of synergy effect and prevention of conflict of interests. Through this argument process, competition of Korea Capital Market will be unproved.
