Since Tian' anmen Incidem in 1989, the idea of civil society has openly and widely been discussed among Chinese scholars and intellectuals, Those discussions reveal a normative bias because they are on the phase of seeking to build China's model of civil society in the context of modernization and political reform.
But the normative bias has gradually disappeared. As a way to explain the demise of nonnative approach to civil society, I look into two models for the building of China's civil society. I argue that the two models have three problems, First, they are theoretically deficient especially in the concept of state. Second, they are logically weak. Third, although it is assumed that there is a positive interrelation of state and society, a limitation of strategy or tactics in an actual condition is observed.
