This article examines current child welfare policies paying special attention to the policy statement, For the Activation of child care service, that proposed the liberalization of the fee for child care service in Korea. This article describes current laws that address financing for the Korean child care services and leads insights to further development of the child care system. Addressing the statement published in July, 2002, supported by Ministry of Health and Welfare, Ministry of Gender Equality, and Ministry of Labor, the author argues as follows for the effective implementation of child care services.
1) It needs to be clarify that the responsibility of providing child care services relies upon the state not upon the individual.
2) In the process of the liberalization of the fee for child care service based on the philosophy of market economy, the most needy may not receive the most services.
3) Employing child care policy based on market economy, the consumer may be ill advised to choose the child care services due to the lack of proper informations and evaluations available. It is necessarily required for the successful delivery of child care services that the government ensure to provide support system that protect the most disadvantaged.
