Every nation of the world as well as our nation has carried out agricultural policies and has supported lots of funds. But agriculture has been degraded to a declining industry because of industrial structure. And various causes including U.R make the situation even worse. So we must urgently consider a counterplan when our national land has 65% of forest and has 2 million ha of agricultural land.
It is necessary for us to make use of forest for the purpose of recreational use instead of its lumber produce, and marginal land excluding agricultural promoting area should be classified according to its use. In other words agricultural use leads to continue environmental agriculture with the help of organic agriculture like mechanization or facilities by making foundation. In non-agricultural use, on the other hand, the place which is good for industry or construction leads to an agricultural and industrial complex, or housing area. The idle land such as a rice field or a farm, which is inconveniently located, has best effects on the recreational use.
The word "recreational use" has different meaning. It is not tourism development. The tourism development of the rural village is related with the knowledge of tourism on the basis of agriculture. So it is difficult, without understanding of agriculture, for us to set up the plan linked with a vocation. The success of this plan depends on the condition of the area, that is, resources(tourism resources), approach(traffic condition), funds ability, area size and agricultural skill. So we must examine these.
a) training men of talent.
b) Setting up the developing scope and the model of the rural village for tourism.
c) selecting the developing method.
d) supporting of the government, or of the merchants and industrialists of the area.
e) the counterplan of the application.
f) The will of practice.
