최근 정부는 주택의 신규공급 감소로 인한 집값 상승을 바로 잡고,
부동산시장의 안정을 위해 다양한 정책을 발표하였다. 부동산 시장경기
의 침체는 부동산 거래 실무를 담당하는 개업공인중개사의 경영에 어
려움을 가중시켰으며, 휴?폐업이 늘어나는 상황에 이르게 되었다. 한
편, 정부는 부동산 거래의 안전을 위해 공인중개사제도를 통해 전문가
를 배출하고 있으나, 현장에서 무등록업자 및 자격증대여업자의 위법행
위가 여전히 성행하고 있어 개업공인중개사에 대한 사회적 인식을 낮
추는 원인으로 작용하고 있다.
따라서 본 연구는 개업공인중개사의 사회적 인식 및 평가의 개선을
위해 현행 공인중개사제도를 검토하고, 개업공인중개사의 직업의식 및
전문성 강화 방안을 모색하여 부동산 시장경제의 안정과 안전한 거래
가 될 수 있도록 하고자 하며, 또한 중개업의 지속적인 발전과 사회적
기여가 될 수 있도록 안정적인 수입 창출과 직무환경이 조성될 수 있
는 방안을 마련하고자 한다.
연구의 대상은 수도권 및 5대 광역시에서 중개사무소를 개설한 5년
이상 경력자와 한국공인중개사 협회 임원 등 전문가를 대상으로 설문
을 통한 연구를 진행하였다.
개업공인중개사의 직무 만족 및 경영성과가 이직 의도와의 관계성을
분석하기 위해 변수의 요인을 직무 전문성, 신뢰성, 직업의식, 중개업의
사회적 특성, 부동산 정책의 5가지로 분류하고 구조방정식을 이용하여
진행하였다. 모형을 설정하기 위해 변수의 검증과 모형에 대한 적합성
검증을 진행하고 모형의 가설을 설정하였다. 또한, 설정된 가설을 구조
방정식 경로계수를 통해 부호와 비중을 측정하였다.
연구의 대상은 전체집단, 서울시, 수도권, 5대 광역시로 구분하여 진
행하였다. 연구결과 업무 경험은 직무 전문성과 고객과의 관계 및 신뢰
성 그리고 업무성취감과 연결되며 사무실 공간도 영향을 받는 것으로
나타났다.
구조방정식 분석결과 직무만족도에 영향을 주는 변수는 전체 집단의
경우 신뢰성, 직업의식, 사회적 특성, 부동산 정책요인이 긍정적인 영향
을 주고 있으며 서울시는 직업의식과 사회적 특성, 수도권은 직무 전문
성, 직업의식, 사회적 특성, 5대 광역시는 신뢰성, 직업의식, 사회적 특
성, 부동산 정책이 직무만족도에 유의한 영향성이 있다.
경영성과에 대한 영향 관계에서는 전체집단은 신뢰성, 직업의식, 부동
산 정책, 서울시는 신뢰성, 수도권은 신뢰성, 부동산 정책, 5대 광역시
는 신뢰성과 사회적 특성이 영향을 주고 있다.
직무만족도와 경영성과와의 관계성은 직무만족도가 높아질수록 경영
성과도 높아지며 직무만족도와 경영성과가 높아지면 이직 의도는 낮아
지고 있음을 실증분석을 통해 확인하였다.
본 연구결과를 토대로 개업공인중개사의 안정적인 업무수행을 할 수
있도록 다음과 같이 개선방안을 제시한다.
첫째, 현재 일반적인 형태의 부동산거래를 주거용 부동산, 상업용 부
동산, 부동산 투자자문 및 컨설팅 등으로 세분화하여 전문화된 인증제
도입과 분야별 전문가 양성을 하여야 한다.
둘째, 부동산중개업을 바탕으로, 세무분야, 법무분야, 금융분야의 업무
협력을 강화하여 선진화된 원스톱(One-Stop)종합서비스로 고객의 요구
를 충분히 반영하여 고객서비스 질을 높여야 한다.
셋째, 부동산분야의 명확한 목표의식과 장래 비젼을 높이기 위하여
전문지식을 강화하여 업무 능력을 인정받아 직업적인 자긍심을 높여야
한다. 또한, 부동산 직무의 투명성 제고와 한국공인중개사협회의 위상
정립을 통해 사회적인 인지도를 개선 시켜야 한다.
넷째, 부동산 관련 세금 및 대출규제 완화를 통하여 부동산시장의 거
래 활성화를 시켜야 한다.
다섯째, 중개사고의 예방을 위한 에스크로우제도의 활성화, 전속중개
의 활성화를 통한 중개업무의 전문화와 책임중개를 통한 거래질서의
확립을 하여야 한다.
여섯째, 부동산 관련 학회와 정기적인 세미나와 토론회를 개최하여,
부동산 관련 정부부서와 협의를 통해 부동산 업무환경 개선과 정책적
제안을 하여야 한다.
본 연구를 통하여 부동산 개업공인중개사의 직무환경을 개선함으로
써 개업공인중개사의 직무만족도를 높이고 경영성과를 향상시켜 직업
에 대한 자긍심을 갖고 안정적인 직무수행을 진행할 수 있어야 할 것
이다.
