국제 무역 환경이 2001년 9.11 테러 이후 신속하고 안전한 거래를 요구하게 되었고, 수출입물류에 대해 보안강화, 안전관리에 무역원활화에 중요한 영향을 미치고 있다. 각 기업들은 경쟁력 강화하기 위해 AEO인증 제도를 도입하게 되었다. AEO제도는 세관 당국으로부터 안전성과 신뢰성을 공인 받은 기업에게 심사를 통해 부여하며, 신속통관, 검사면제 등 여러가지 혜택이 주어진다.
하지만 기업들이 기대했던 편익이 성과에 미치지 못하며 도입을 유지하기 위해 비용과 시간을 많이 투자하였지만 기대만큼 따라오지 못하고 있다.
본 연구는 AEO인증 편익이 기업 성과에 영향을 미치는지 파악하기 위해 선행연구를 통해 AEO인증의 중요성과 인증 받은 기업들의 성과를 분석하였고, AEO 편익으로 도출된 변수는 파트너십, 효율성, 프로세스를 독립변수로 설정하였고, 기업성과로 도출된 변수는 서비스, 경제적을 종속변수로 설정하여 분석하였다.
이를 통해 도출된 변수로 설문지를 시행하여 인증 전의 중요도와 인증 후의 만족도에 대해 분석하였다. 회수한 설문지는 IPA분석을 실시하여 각 항목을 평균값, 산점도 분석을 한 결과 모든 항목들이 인증 전인 중요도보다 인증 후인 만족도가 낮은걸 확인할 수 있어, 기대치에 미치지 못하는 것으로 판단되었다.
산점도 분석을 통해서는 각 요인들의 항목을 사분면으로 제시하여 중요도와 만족도가 높은 항목과 낮은 항목을 볼 수 있었다. 낮았던 항목들은 강화를 통해 중요도와 만족도가 높아질 수 있게 노력해야 된다.
다중회귀분석을 통해 가설을 설정하여 편익이 성과에 미치는지 분석하였다.
첫 번째, AEO제도 편익이 기업의 서비스 성과에 영향을 미칠 것이라는 가설 중에는 프로세스는 서비스에 긍정적인 영향을 미칠 것이라는 가설만 채택이 되며 그중 요인 항목 중 ‘협력관계를 장기간 지속’이 중요도와 만족도가 높게 나와 지속적인 강화가 필요하고, 효율성 변수는 중요도와 만족도가 높게 나왔지만, 기각이되어 기업에서는 중요한 영향을 미치는 것을 볼 수 있어 강화가 필요하는걸 판단할 수 있었다. 낮게 나온 항목들도 1사분면에 들어갈 수 있게 노력해야 한다.
두 번째, AEO제도 편익이 기업의 경제적 성과에 영향을 미칠 것이라는 가설 중에는 효율성, 프로세스는 경제적에 긍정적인 영향을 미칠 것이라는 가설은 채택되고, 그 중 서비스 변수에는 ‘신용도 상승’, 경제적 변수에서는 ‘통관화물검사 비율 감소’ 항목이 높게 나와 지속적으로 강화가 필요하다. 기업 성과에서는 많은 항목들이 낮게 나와 기대했던 성과에 미치지 못함을 확인할 수 있어 개선을 통해 정부의 지원이 필요하다는 것을 판단할 수 있다.

The international trade environment required the prompt and safe transaction after 9.11 terror, 2001 and it is having an important effect on the security reinforcement, safety management, and trade facilitation in regard of the export/import logistics. Each enterprise introduced AEO certification system to strengthen the competitiveness. AEO certificate is given to companies whose safeness and reliability were accredited from customs, and several benefits such as the prompt clearance and the exemption from inspection are given.
However, the benefit companies expected did not reach the outcome and they invested much cost and time to maintain the introduction but the result is disappointing.
This study analyzed the outcome of certified companies and the importance of AEO certification through the precedent study in order to apprehend whether the AEO certification benefit influenced the business performance, and when it comes to the variable drawn as AEO benefit, the partnership, efficiency, and process were set as an independent variable, and as for the variable drawn as the business performance, the service and the economic feasibility were set as a dependent variable.
The survey was conducted with the variables drawn through this to analyze the pre-certification importance level and the post-certification satisfaction level. As a result of carrying out the IPA analysis on the collected questionnaires and analyzing each item through the average value and the scatter plot analysis, the post-certification satisfaction level was lower than the pre-certification importance level in all items, which fell short of their expectations.
Through the scatter plot analysis, each factor’s item was suggested as the quadrant to see the items with the high importance level and satisfaction level and the items with low ones. It is necessary to try to raise the importance level and satisfaction level of the items with low ones through the reinforcement.
The hypothesis was set through the multiple regression analysis to analyze whether the benefit influenced the result.
First, among hypotheses saying the AEO system benefit would influence the corporate service result, only hypotheses saying the process would have a positive effect on the service and since the importance level and satisfaction level were high in the ‘continuing the cooperative relationship for a long term’ among the factor item, the continuous reinforcement was required. Since the importance level and the satisfaction level were high in the efficiency variable, it was dismissed but as they were high in the IPA analysis, it was confirmed that it had an important effect on the company and it should be reinforced. People should try to make the items with low ones enter Quadrant 1.
Second, among hypotheses saying the AEO system benefit would influence the economic result of companies, the hypothesis saying the efficiency and process would have a positive effect on the economic feasibility was adopted and since the items ‘rise in credit rating’ was high in the service, the item ‘decline in the percentage of inspecting freight which cleared customs’ high in the economic feasibility, it is necessary to reinforce constantly. Since it was confirmed that companies did not reach the expected result because many items were low in the business performance, it was judged that the government needed to make an effort in accordance with the expectation.
