This research examined the two aspects of the ballot order effect in the educational superintendent election in South Korea. The first aspect being the influence of the political parties in these elections, and secondly if the ballot order effect occurs due to the lack of information given to the voters. Also we focused if the ballot order effect varied according to each region due to regionalism and the fixed ballot numbers each political parties have. In the case of South Korea, each candidates are given the ballot number their respective political parties have. Even though in principle the intervene of the political parties are prohibited in the educational superintendent election, there is a possibility that the lack of information of the voters might result in the change of support of candidates with the ballot number of a more preferred or less preferred political party. If this is the case, we can assume that the political parties influence will result in a higher support rate of the first candidate of the Yeongnam region and the second candidate of the Honam regions due to regionalism. In result of the analysis the data shows that the ballot order effect did exist in the 2010 and 2014 educational superintendent elections and the effects moderated in distinct areas. Thus, the ballot order effect occurs due to inadequate amount of information given to the public and also the lack of interest as well. This is a serious violation to the fundamental principle of democratic voting in the aspect of choosing a candidate due to deliberation and fair competition. Furthermore, not being able to fully eliminate the influence of the political parties in elections is also a critical issue as well.
